Fair warning, you might be flamed a bit for asking questions like that. These are questions that could be easily answered by reading the codex.
Anyway, to put it simply...Obliterators shoot and Mutilators fight in close combat.
There are only a couple differences. Oblits are Heavy Support and Mutilators are Elites. Oblits choose from various guns and Mutilators choose from various CC weapons each turn.
Obliterators are almost strictly better. They're seen in most competitive CSM lists. Mutilators are just mediocre at best.

I don't play Chaos but ...
Obliterators are expensive, tough and very destructive against a lot of different targets
Mutilators are expensive, tough, and .... ponderously move around the table desperatly trying to reach an opponent while getting shot at
