Vulkan goes with command squad, Lysander either with Vulkan+command or with flamer squad (in this case they do not combat squad). Talons are mostly for anti helldrake purposes.
Possible tweaks: drop 2 flamer guys and add a 5 man scout squad with cloaks
and/or
drop talons for another tactical squad in pod or ironclad in pod/ DS assault Termies.

You're dumping a lot of points in HQs... 600pts for 7 models... I would either drop Vulkan or Lysander and build a list around one or the other but as it stands you have an extremely low model count and not many scoring units.

As to the Helldrakes, if they happen to come in before your Stormtalons they can easilly fry your sterns and/or tacticals, even if they come in afterwards for that matter, since you don't have any interceptor units.

If you truly wanna have that many sterns, you may want to consider Pedro, who will at least make them scoring.

I agree you are a bit HQ heavy. And troop light for a 2k army. If one of your HQs was Kantor, with scoring sternguard you would be fine.

Pick one HQ, and run with him. They all work. The command squad can be swapped for more sternguard if you go with a HQ who can't take them.

I'd swap half the combis around so each is 5 melta and 5 flamers. You can combat squad on drop, this gives you more flexibility.

Drop lists are high risk, high reward, and you aren't going halfway. When you win, it will be crushing. When you loose, it's going to be ugly. Not a bad drop list though, you seem to have the basics covered.
