I think the list is off to a good start because a lot of 1350 lists will have a hard time removing 70 zombies, right now I think your list is a little light on killyness. Here is how I would fix it.

First, I would drop the bikers and the Raptors. The bikes don't give you anything as 3 T5 1 wound models are way to easy to kill don't score and don't hit hard. The raptors could work as a suicide melta unit but they are expensive for this and there are other ways to get melta close to any high armor you encounter (DS oblits) This frees up 221 points. Now you have lost of options. I'd probably do this, get another heldrake drop all the zombie squads to the size of 20 and get 1 more obliterator and run them in 2 groups of 2. Now you have 14 points left to play with. I'd drop the melt bombs on the plaugmarines and swap out melta for plasma (you can deep strike the oblits to get melta shots on high value armour). Then I would probably drop 1 Plaugemarine so I can get them a rhino. Now you have a mobile scoring unit that is pretty tough to kill.

I don't have my codex infront of me so the points could be a bit off but I'd play with zombie sizes to make it work (even 3 squads of 10 would be fine). This list is much more killy than your original, can threatan more targets at once, you can still flood the back field with 60 zombies in cover with FNP, and you have a unit that can go out and grab a middle objective. Typhus can follow the plague marines or hang back and counter punch something. the oblits and the heldrakes kill what you need them to. If you have the models I'd bring this army and I think you'd give your self a very good chance of winning the tournament.

nice! my only real problem now is getting 2 helldrakes! but yeah i really like that idea for a list!
