What's the official word of Dark Apostles now that they are used by all chaos, not just Word Bearers? Is there now a distinction between a Word Bearers Dark Apostle and a generic one?

It seems from the current codex that all Chaos warbands now have Dark Apostles - however fluff wise I think only the Word Bearers Dark Apostles are ex-Chaplains.

The standard Dark Apostles are just exceptionally devout marines who are also great orators and blessed by the gods.
