I am wondering if a ship with the Target Lock ability uses this, and retains it for a second turn, can he continue to make other actions whilst the Target lock is in place.
Could the pilot evade or focus etc while the Target Lock is in place?

Yes, once the target lock is in place, the pilot can hold on to that one until it's needed (or until a ship's ability shakes it off)
