Okay I have a tourney coming up and my brother and I are planning on going. He is taking his SM and I am taking my IG. Here are our lists so far but I have a few things I am not convinced/settled on.

Our general for strategy is to put the SM and the Manticore on the Landing Pad around the center of out deployment zone (or wherever our objectives are) and use the Vets to capture midfield objectives. Between the 2 TFC and the Manticore we should be able to dislodge any enemy troops that are controlling objectives.

Here is where I am still trying to get it finished.

1) What to do with the last 35pts for the SM list? I am thinking 2 combi-plasmas for the Sgts. And then a PW for on of them.

2) Would it be worth it to drop the Chimera from the Melta Vets, put them in a Vendetta, and then use the remaining points for Marbo. But is losing a Chimera worth it?

What is Tiggy doing for you that a normal librarian could not? He just seems a little out of place in this list. Downgrading him to a normal Libby would give you 135 points to spare, which can be spent on another Thunderfire Cannon or a Devastator Squad. If you want to keep him then 2 Combi-Plasmas and a Power Axe would be an ok way to spend those 35 points.

Alternatively you can split the 20 Tacticals into 4x4 each with a Lascannon. This would give you much greater ranged anti-tank firepower.

The IG list is fine as-is. I would advise against losing a Chimera. The Lord Commisar is a little out of place, why not take a Company Command Squad with a Lascannon instead? Then you have 20 points left for Heavy Bolter sponsons on the Vendettas or something.

I think the ig list is solid, I would only change the hq choice, I would either take a ccs and load up on 4 special weps and chuck em in a vendetta or take a primaris psyker and put him in a vet squad for added fire power.

Marine wise, have you thought about changing tiggy for a captain/master on bike with shield eternal and taking bikes instead of tacs? This would add a much greater threat as they would be zooming up with the chimeras and create a spearhead taking fire off the soft vets/chimmys. Also that way you could incorporate your multi melta bikes into your troop bikes. I think with 3 multi melta bikes, melta vets and 2 vendettas you have more than enough av14 so I think bikes with gravs would be ace for this list.

I would do biles but I don't have any unfortunately. Just the attack bikes.

And I had tiggy for the divination for the Artillery and re-roll reserves to help make sure the Vendettas came in quick.

As for the Lord Commissar he is other just because he was cheap and I needed an HQ. But I Primaris wouldn't be a bad idea. But I could drop the melta vets for a tooled up CCS and still have enough for Marbo

Well if you go ccs then take astropath so you don't need tiggy, means your vendettas have more chance of coming in sooner with the +1, then you can take a normal Libby and free up more points.

Okay, I made some changes to the lists.

Few things to figure out now.

1) SM extra points. I am thinking a 5 man squad with Lascannon or some rhinos/razerbacks.

2) What chapter tactics should I take?

3)IG extra points. Thinking a pair of Lascannon in the Vets or maybe a conscript squad in a vendetta

Looking a lot better pal. Are you restricted to 1000 each or can you split it say 900 and 1100?

Only a 1000pts each unfortunately. And also we have to share a FoC

Huh, this makes it difficult. That's a silly limitation imo. It means you have 105 points to spend on either a troop or elite choice. I would take a 5-man Tactical Squad with a Missile Launcher, then use the remaining 20 points for Combi-Plasmas on the large Tactical Squads. Unless you have a spare Dreadnought laying around...

As for the IG, you could drop the Astropath and take Marbo. Reserves already come in on a 3+ turn 2, so the Astropath isn't as necessary as he was in 5th ed. Use those last 5 points for Meltabombs on the Company Commander or something.

That list is great. It looks like you have all of your bases covered.

Would it be worth dropping the 5 man tactical to make the Libbyinto Tiggy and getting some PW on the other Tacs?

I don't think Tiggy is worth the loss of a scoring unit.
