Do you think the Dark Eldar would ever do wraithcraft? Would it be a abomination of the fluff or does it actually make sense...like a Kabal starts the process of turning it's dead into wraiths?

How Advanced are the Exodites?

and when do the Craftworld Eldar ally with either of the two?

The Dark Eldar don't use Spirit Stones so could never utilise wraithcraft.

They attempt to deny Slaanesh by the dark arts of the Haemonculi. I feel I should add an evil laugh after writing that.

I think I know some fluff that will answer 2 of your questions. There was a piece of fluff where Iyanden was under attack by an Ork WAAAAGH! shortly after it was nom'd by Tyranids. When Iyanden was about to lose some Dark Eldar appeared through the Webway and turned the battle, allowing Iyanden to survive. When Iyanden asked the DE why they came and saved their bacon they said because ''We find Iyandens angst ridden forays into necromancy extremely amusing.'' This shows that the DE know about 'Necromancy' and find the 'pure' CWE doing it amusing. So DE may do something of the sort it is unlikely to be wraiths as we know it due to the DE lack of wraithbone.

By the books (especially path of the renegade) it shows that the Exodites are as technologically advanced as they want to be. They still use Spirit Stones so theoretically they could use wraiths and they ride to war on top of dragons (40k Equivilent being Magladons) firing brightlances from their backs. In the thousands! So... much like the Na'avi in Avatar don't mess with the tree folk.

Everything with "wraith" is based on psionics, esp the base material wraithbone. Using psionic powers is not tolerated among Dark Eldar, as it would only attract Daemons where they live. So no on this one.

CW Eldar and Exodites ally all the time, while Dark Eldar usually only raid Exodites.

I think it is a bit like the difference between Chaos and SM drednoughts as well.

For the SM it is an honor and they are sources of great wisdom and insight for the chapter. For Chaos it is a prison sentence that drives them deeper and deeper into insanity. I imagine it would be a similar situation between CWE and DE. Plus, you couldn't catch the soul to transfer it into the wraith construct (which you can't build because of the warp danger) so there are a few practical problems as well. Those could probably be overcome if there weren't the larger social issues, but... there are.

To clarify, it's not that they're not psychic at all, it's that they neither use nor hone their innate Eldar psychic abilities.

I could see a lone wraith-shaper (or whatever the heck they're called) rolling around with Duke Sliscus. While wraithbone wouldn't be tolerated back in Commorragh, since it amplifies psychic gubbins and attracts daemons, it isn't any more of a threat to the Duke than he's already facing, and it would be entertaining as hell for him. Especially if the wraithsinger (?) could modify the process to make the souls in the soul-circuit (?) in a constant state of low-degree pain (for the noms). The other Dark Eldar back in the dark city would want to kill the Wraithsinger, of course, but that would probably make Sliscus enjoy it even more.

I don't see why they'd do it as wraiths run on souls that a de would rather eat than use for entertainment. I imagine its possible, and 40K is your story so just make a twisted spirit seer and voila.
as far as exodites they're as advanced as their cousins, but they don't utilize all their tech so they won't become lazy decadent pre fall eldar.
as far as alliances go DE will forge an alliance with anyone if they benefit enough from the deal.
CWE don't seem to have many issues with exodites at all to the extent Craftworlds and Corsair bands will protect them to the bitter end. Though with CWE-DE it depends on the Craftworld. In the Iyanden book the eldar didn't seem to want the Dark Kins help at all but they had no choice as the Ork Hordes were overwhelming. The Dark eldar got to take all the ork prisoners they wanted while watching the CWE agonize over necromancy and most of the seers die out while Iyanden got to survive.
While Iyanden has trouble allying itself to DE there are others who don't seem to care as long as it keeps the DE occupied with other prey. Saimm Hann once threatened an imperial colony to leave or face destruction and the IoM refused so Saimm Hann defeated the bulk of the IG forces and left the world to his DE allies. Il- Kaithe's codex entry even states they're so anti chaos they will even ally Commoragh or the Imperium of Man. I hope these CWE-DE alliance examples help.

The Dark City is a colossal place holding almost the DE entire population, you WILL find a psyker or Wraithsinger somewhere. Read the DE path series where ''Warp Dabblers'' and ''Doomsayers'' are part of the low life DE lives where Psykers use wraithbone runes to tell the future. So while the Dark City has banned psykers, they are the dark eldar after all and they tend to live as they please.
