Since puppet master is a psychic shooting attack would it hit a void shield if you fired it at a warhound titan outside of 12? Seems like it completely nullifies the power but I could be missing something.

The nonexistant assault weapon would hit the shield. Nothing about he VSG rule would intercept the secondary, puppet, effect

Did the world ever reach a majority consensus about having to roll To Hit or not for Puppet Master?

One side provided the current rules, where you have to roll to hit but cannot know how many dice to roll, but also showed that this roll has no effect on whether you resolve the non to-wound portion of the attack.

The other side made up some rules to claim otherwise, levied insults and got threads locked.

As a side note to all of this any super heavy vehicle and gargantuan creature is immune to psychic powers that don't have a str value. Whether it be beneficial or not your point is moot.

As a more relevant note, NO they are NOT.

That was an old rule part of the old apoc rules. It no longer exists. superheavies can be locked in cc and are affected by everything normally, except entropic strike, poisoned weapons and instant death, which follow different rules.
