I'm sure this has been rehashed 100 times but quick clarification:

If Tigurius and a 3-man squad of centurions are embarked on a Stormraven, do they count towards reserve limit? (the stormraven is not a dedicated transport) Or are they ignored for the purpose of reserve calculation because they're in a flyer?

They count. They are not a unit that "must start the game in reserve", that was your choice, so they count. The storm raven does not be cause it DOES have to start in reserve.

They do NOT count:
