Originally it was because the Shining Spears were a 'newer' aspect, and their original shrine had not yet been founded when the Phoenix Lords were created. The Phoenix Lords were only formed from the 'original' Aspects.

I thnk the Phoenix Lord fluff has changed a little over the editions, though. No idea what if anything it says about them in the current codex.

The only Phoenix Lords represented (from the main Codex anyway) are from the original six. All but Asurmen and Karandras are the Asuryata and Karandras is the replacement of one (Asurmen is not because he was their teacher).

And, there is a Phoenix Lord for the Shining Spears, he just doesn't have a model (might be due to the fact he's probably dead).

Known for his hubris and tendency to engage in needlessly long battles, Drastanta came late to Asurmen's final stand and found his mentor already fallen before the might of the Keeper of Secrets N'kari. In a fit of rage, Drastanta slew the Daemon, the energies of his Celestial Lance shattering the creature's spirit. Drastanta soon disappeared from the galaxy thereafter, leaving behind his Celestial Lance which has been passed down over the generations to various Craftworlds and Shining Spears shrines.'
