Ok I'm not sure how this works so ill give an example if what I'm curious about and see if someone can explain

Say a wave serpent moved 12 inches during his player turn and during my turn i successfully charged with my wraith knight

Do I have to roll to hit the vehicle??

And if so what do I need to hit it and does what I need to hit change depending upon how far the vehicle moved??

All vehicles have a weapon skill value.

There's a whole section on this under "Vehicles and Assaults" in the vehicle rules.
The section you want is "Fighting the Assault"

ok so I just roll to hit them against their weapon skill no matter how far they moved??

Yes, the section I mention in the rulebook will tell you what weapon skill that is.

Their weapon skill is changed by whether they moved or not. This is very clearly defined in the rule book.
