Do these include Sergeants in a marine unit or just the Veteran Sergeants, or both?

Anyone denoted as a character, which will be part of the Unit Type. I'm pretty sure Sergeants are Unit Type: Infantry(Character), so they'll get Precision Strikes.

It works this way:

1. Roll to-hit for a character separately from the rest of the unit.
2. On a roll of a 6 you can allocate a hit (but iirc only to one of the models in b2b with your character).
3. Roll to-wound for precision strikes separately from the rest of the to-wound.

You really should read a rulebook - it's all written there.

I did read the rulebook, I am simply clarifying as the rulebook is vague

Precision strikes can be allocated to models that are engaged. They dont have to be in b2b with the character.

Maybe i missed a faq? On p.63 it says the model has to be engaged to get precision strikes allocated.

I thought precision strikes could be used against models while shooting.

Precision strikes can't, those are melee, but precision SHOTS can, since those are at a distance.

And veteran sergeants are characters, normal sergeants are just infantry so don't have the rule. (edit)

And I check the book to double-check, and imagine my surprise when sergeants are characters too! So, yeah, vet or not, they have Precision and even if not vet they can access wargear lists. Huh! All this time and I never caught that. Wow.
