So, the burning chariot moves and shoots now. Cool.

It can move 6" and shoot normally, but if it moves 12" it's still hosed?

What if the Chariot goes flat out? Since it's not a transport, could the Rider still shoot?

Flat Out is done in place of the model's shooting, so I'd say no since Chariots (and their rider) count as a single model.
