How would you play it?

The BRB said that only the "Citadel Woods" would give 5+ cover to vehicles within, and that normal forests provide no save. This makes all of our scratch built forests (your FLGS) provide no cover to vehicles parked within them.

Is this a universal RAW interpretation or universal house rule to call BS on GW marketing ploy?

I guess my leanings are unveiled, but I am curious if this is more universal in the community?

Again this is not a RAW/RAI those are both quite clear. Just how would you work it in a friendly game or as a TO?

Games Workshop currently does not sell any Citadel Woods as part of their 40k section of the store...

So the only conclusion is that these rules are unusable!

Well, kidding aside, so far I've just used the normal terrain rules. I.e. 25% obscured by my scratch made wood or fence or hill etc.. gives the usual cover save. But merely being in a piece of terrain without being obscured is not enough.

Scratch Built Forests needs to have a Datasheet to go with them by Rule as Written....
A Datasheet that we write up ourselves with the only Restriction being our Opponent have a chance to refuse to use our Scenery Piece.

The Rule appears to be designed to give terrain designers a chance to simply create terrain with as little restrictions as possible. Aside from the usual 'Your opponent has a chance to call you a **** and tell you to take the 2++, FNP 2+ granting monstrosity off the table' there is nothing to prevent the free-handing of Rules when it comes to these unique Scenery Pieces. Personally, I really do like that there is Rule as Written support greater then a single 'you may easily talk to friends and change these rules' for this concept as we players can finally fill the gaps that where created by Game Workshops mono-focus on the Human Factions. It even stream-lines things somewhat, a future Scenery Piece will have a modular way they can fit into the current system without needing to completely re-write it, though I am sure every official one is going to have it's own unique debate centred just around it.

In any case, we have permission to create a Scenery Piece called '6th edition forest' if we wish to do so, and our opponent allows it, with the old Forest Rules attached.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

I suspect most players will just apply the 'Citadel Woods' rules to all of their existing forest bases. I certainly will.

That's what I think. My scratch built area forests grant 5+ obscurity to vehicles.

He's following the rules for Scratchbuilt terrain... in which GW tells us to make rules for as we see fit, so long as the opponent in game agrees to it.

A forest is a forest is how I would play it.

Unless there is a Citadel forest on my side of the table and none on my opponents' in a game where he brings an overload of cheese
