I was playing against some grey nights and got into hand to hand with my Wraithstar. My wraiths were in base contact with a few purifiers with halberds. The halberds give +2 to initiative. So the question was are they at initiative 1 or initiative 3:
Drop to initiative 1 and then add the 2 or was the +2 already added and then dropped to 1 with the coils.

What does multiple modifiers in the rules say we do?

I believe this can be found in the beginning part of the rule book. I remember reading this in the 6th Ed book quite a few months after I started playing 40k so sometimes it can be missed. Have a look if you've missed out that part.

I dont know if its changed since the FAQ initially addressed this issue. The Wraiths whip Coils effect the base initiative, and then the Halberds modify off of that.

Oh stop complaining, its for the greater good... Now get in the box!

It depends on the wording of Whip Coils. The very first page of "The Rules" in the main book has a section labeled "Multiple Modifiers" that will answer your question.

This. you have multiple modifiers so you apply them in the order defined by the BRB.

He would be at init one. But only the ones touching at the start of the fight sub phase not those who move into combat at their initiative step.
