GW do some. Vallejo Game Colour do as well i think.
Most manufacturers will have some "bright" colours like that

GW's colors don't fit the bill, IMO. Some are rather saturated, but the lightest colors tend to go more pastel than neon. If you want the brightest colors, you need fluorescent paints. I'm sure other brands offer them, but Vallejo would be my first choice.

Yeah, Vallejo Model Colour do a couple of Fluo shades, which are bright neon.

Otherwise, inks airbrushed over a good flat white base can give some very vivid colours without being neon necessarily.

Badger do what they call "ghost tints" some of which - if sprayed over white - will give a glow effect, too.

GW, Vallejo, etc. are all specialty modelling acrylics - you won't find them at (house) paint/hardware stores. You're not terribly likely to find them even at most art stores. Hobby shops are your best bet. If you don't have one local (or they don't stock what you need - mine only sells GW paints), you're looking at buying online.

I generally buy my Vallejo paints from The Warstore, but tack them on to larger orders. If you only need a bottle or two, shipping is prohibitive. If you're getting a dozen or buying some other models and/or supplies at the same time, the flat rate is quite reasonable.

Yep, Hobby / Model stores usually have good selection of paints, for example Vallejo has a decent selection including fluorescent paints.

RC car paints have plenty of special effect paints, but unfortunately are usually highly thinned for airbrush application.

I just ordered over $100.00 worth of Vallejo paint from TheWarStore.Com because everyone here recommended them to me. I am confident in their service from just my single experience, Neal is very quick to respond to any questions or concerns. As for as I know they are cheaper than anywhere else in the USA and carry the ENTIRE range.

It seems difficult to decide what paint you need just by looking at the store so what I did was use a youtube video as reference so I had a better idea of what colors I wanted to purchase. The colors in the video are in the same order as the war stores web page. I provided the links below:

http://www.thewarstore.com/VallejoGameColorsPageI.html

https://www.youtube.com/watch?v=7tjbuGL53Hs

You can skip to 2:48 to see each paint pulled out individually. Some of the names aren't exactly the same but the product number and the color are correct. I also noticed in the video that this guys box set contained two bottles of scurvy green instead of one scurvy green and one dark green. Hope this helps

BTW I am not affiliated with ThwWarStore.Com or the YouTube video.
