What's the meta like for these levels? Seems everything is different below 1000 when you are used to 1850 or 2000 point events. What armies excel here and what are some typical lists for 750? I don't think I have ever played a game this small other than kill team....
thanks in advance.

People like solid troop choices, right?
So in smaller levels, they will require bigger precentage of your army, naturally.
That basically means that two things that you see at bigger levels are gone:
- big, expensive death stars. So armies that rely on these are weaker
- AT. This is big, because armies that rely on tanks steamroll trough the games after getting rid of the one dedicated AT choice.
(basically same with anti-air, but fewer people bring flyers to small games).
I've heard a lot about how Dark Eldar are real threat at smaller games. I assume that Eldar benefit as well (and maybe Necrons).
Another point is that elitistic armies are having tough time here, SM for example. Two decent troop choices and HQ will take at least 500 points so their effectiveness (which is based on the big toys) is not that great.

I play at this level alot. In fact I actually enjoy these games more.
Nids tend to be both better and worse, the over all need to survive against mass AT is gone so can use more of the codex effectively. On the down side, harder to get good synapse coverage with the cost spike in the Prime.
Tau, are well Tau, and handle the points level well with both cheap HQs, cheap troops so can still squeeze in a Riptide at 500 points.
IG starts to have trouble with doing Tank lists do to cost, but if the opponent is short on way sto handle armor can be really nasty.
DE, the posion is brutal, and the Venoms really a pain. Pretty much run the same high or low points.
GK tends to get very Rock Paper Scissors, with a tendency to stuff in landraiders.
DW/RW take hit at this level, do to being elite armies so have really low model count.
SM is still really solid, with Tac squads actually getting "better".
Wolfs still tended to be pod heavy and killy, but are less likely to use Thunder wolves and Wolfguard.
Necrons play about the same, just less big vehicles.
CSM,Daemons, new Orks, and BA I have not seen enough of to comment on in 7th

What's the meta like for these levels?
It depends greatly on what the TO bans. For example, a 1000 point tournament with no house rules could mean facing a Warhound titan with your 1000 point army, and you're pretty much screwed unless you brought a dedicated anti-titan list (which will get massacred by green tide orks). On the other hand, if anything above AV 12 is banned and dedicated transports are restricted to one per army then you'll see a lot fewer vehicles and a lot more infantry hordes. But generally it's going to be rock/paper/scissors between which of the various options you exploit to create a one-dimensional army that overwhelms the ability of any TAC list to counter it.

well, this particular one and probably most of the upcoming ones at least for a while(new store- trying to get everyone started) is no unbound and only one ally. No forgeworld either.
I figured DE, IG blobs, necrons and tau would all do pretty well. Seems most of the meq would suffer from limited options for low points.
In theory the need for anti-tank/anti-MC would be less since options are more limited.

Not really, you still need it, and at least 2. Otherwise you find yourself up against an untouchable av13/14 block or high T MC that just eats your army.

So... at 1234pts, I (Played)saw:
3 Knight titans
3x16 corndogs, 3 largish letters, flying thirster
Huge foot IG behind aegis
Unbound IG manticore, 2x basilisk? (big gun on chasis = pieplate) 3 or 4x russ variant
Tau?
Foot orks with bikes, lootas, lots of boys
White Scars bikes, and guppy
Revenant titan, 3x3 bikes, bike-tarch w/mantle (mine)
game #1: Corn-doggys: Smart opponent... tied titan up turn 2 with dogs, eventually killed with thirster = tabled
Game #2: Foot guard: Blobbed up behind aegis, hopped across board and by bottom of 2 it was all over but the crying = opponent tabled with no friendly deaths
Game #3: Mech guard: Very astute opponent! Killed titan top of turn 2 = tabled turn 6
Thoughts: Indeed 900pts is a lot to tie up in a @1200 pt game. The titan's unveiling was met with cries of "Cheese!"; but as normal, superheavies die... Would I do it again? Yes; for fun, not tournament play. Will I use titan again? Verily! The titan shield is really nice, as well as the 60" 4 large blast D weapons.
The ork list won, with the Cormy-dogs pulling 2nd.

I can't say for 750-1000, but I have played 500 and my 500 Nurgle army seems solid enough.
I use -
2 squads of 7 Nurglings
GUO Psyker 3, 2 Greater Rewards
It's battleforged and requires two entirely different sets of weaponry to efficiently engage; templates for the nurglings and high strength AT for the GUO

Well, in small pt lists you need numbers in the first place.
I wouldn't recommend too many upgrades here and go for more bodies instead.

I played a 1000 pt. tournament a couple weeks ago. I took deathwing and managed to get a 0-1-2 record (not great I know). I played against AM, necrons, and chaos.
I had belial, 2xDWT and a LR Crusader.
AM had a tank commander and squad, a blob squad and a couple small squads and 1 wyvern.
Necrons used a destroyer lord, wraiths, 2 msu warrior squads, a flyer, 2 gun platforms and 1 larger squad of something.
Chaos used 2 msu cultist squads, 2 beatsticks on bikes, a maulerfiend and so many nurgle spawn.

Consider this.
in 600 points, you can take;
Fireblade - 60
Fire Warriors x 6 - 54
Fire Warriors x 6 - 54
Riptide - 220 (Ion accelerator + FNP)
Riptide - 220 (Ion accelerator + FNP)
Total = 608 points.

So your strategy for winning low-point tournaments is to cheat?

lol You know what I mean. The basis was between 1000 points anyways and tournaments around said point value. I was merely pointing out what you could take in ~600 points.

This past 1250 tournament I took
Eldrad
Spiritseer
9 wraithguard with scythes
3x3 jetbikes
Crimson hunter
It was very fun list but I only won 2/3 of the games due to having many troops, so I think that is the key to a good low point army, lots of good or cheap troops.

My 750 was: Sentinels of Terra
2x 10 scouts, heavy bolter, meltabomb
5 scouts, meltabomb, LSS with H Flamer
Libby with bones and lvl 2
stalker
6 sternguard in a pod with 3 combi-melta
worked really well. I won all 3 rounds and ended with 23 battle points. Played against salamanders round 1 with 2 tac squads, terminator squad and a chapter master. Round 2 was against bugs with 3 hive guard, terivgon, dakkafex and a bunch of gaunts. Round 3 was against orks with 3 truks and a battlewagon.
There were 15 people that showed up:
MEQ breakdown( salamanders, my sentinels, 3 white scars(2 with a stormtalon each, 1 with 2 squads and a chaptermaster), grey knights(coteaz and 3 razorbacks), chaos(summoning list with 2 preds), dark angels(2 tac squads and a deathwing bomb), 2 space wolves(1 with 3 TWC and a wolflord, 1 with priest and 15 bloodclaws, pair of las-backs)
1 daemon list with a grinder, crushers and some bloodletters.
2 orks(1 foot horde, 1 truk mob)
1 tyranids
1 eldar(rangers, falcon, 3 warwalkers)
1 white scars player tabled the other guy 2x and got tabled by eldar and ended up with 25 points, I had 23 winning all 3 and the eldar got third.
There were only 2 flyers in all 15 armies. My stalker was snap shooting on the ground the whole day but it did pretty well. Scouts are surprisingly effective and I'm pretty happy with the way this army is headed.
