Avoiding going into specifics (due to Dakka policy on "fair use"), Markerlights are fired like normal weapons (range, roll to hit etc) but instead of doing wounds put a "token" on the unit for each hit. Because they don't cause wounds, you can't take saves against them (even cover saves).
These tokens can be expended by other Tau units (only rarely by the same unit that fired them - they need a special allowance) for bonuses to that shooting attack (they are removed once used, so multiple Tau units cannot benefit from the same token).

For actual rules, you'll need to borrow a Tau Codex (ask your opponent before the game if possible).
