If there is a Challenge with a Lone Character and a Character in a unit, the unit can attack the lone Challenger at their normal initiative?

Let's say both Characters in the challenge have a lower I value than the unit they're in (unwieldy, or charging through cover, or I modifying powers), the unit can roll to hit on the Lone Character BEFORE the challenge?

I'm confused since Outside Forces only mentions allocating wounds, not rolling to hit.

Challenges has no effect on rolling to hit or how you allocate attacks. Challenges only force the characters to allocate wounds into the challenge first.

So Outside Forces doesn't mention rolling to hit because challenges didn't do anything to change rolling to hit.
