The ITC FAQ says:
"For ITC format events, The Invisibility psychic power is altered to read: units shooting at the Invisible unit do so at BS1, and hit it in melee on a 5+."
Does this mean blast and template weapons can hit an invisible unit as normal?
And can Tau markerlights buff the shooters BS back up to normal?

Yes because its not a snap fire anymore.
Also Tau could buff snap fire in the first place so could buff BS against even regular invisibility.

Dark Angels fire control only applies to Overwatch, not Snap Shots.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Snap shots during overwatch at a higher bs has no impact on snapshots(or the new itc rules) for invisibility.
Without itc, an invisible assaulting unit will ignore the higher bs for da. This is because you have 2 sources of snap shots: invisibility and overwatch. Overwatch is specifically raised to a higher bs(instead of a blanket higher bs to snap shots), which is then returned to regular snap shots by the second source during overwatch(invisibility).
Tau counterfire system is in the exact same boat; no bs 2 for them against an invisible assaulting unit.
Markerlights however simply grant a blanket bs bonus that can be used vs snap shots. An invisible unit lit up by markerlights can still be hit at the higher bs with no problem no matter what other sources of snap shot only there is(moving vehicle, overwatch, whatever). This is because they are a blanket bs bonus, not a bonus vs a specific source.

Would it not be a case of a rules conflict, as opposed to two separate rules forcing snap shots?
BRB rule states units must fire snap shots codex rule states when making snap shots (in a specific situation) use BS2.
Codex trumps BRB, no?

No it is not a conflict of rules, that would be the base: overwatch is snap shots- snap shots are bs1- da overwatch are a different bs. Specific trumps general, da rule is more specific.
Then we get into the multiple sources which happen often in 40k and most are pre-addressed. You can wind up with 3 different cover saves, but are told to use only the best one(markerlights removing cover do not have to remive each "layer" due to this). Similarly an ordo xenos plasma siphon can set the bs of overwatching da with plasma weapons to 1 even though they are overwatching(this one is a bit different as it sets the bs instead of snap shots)
There are several times you have multiple sources of the same or similar rules; each generally has to be countered by a separate special rule(unless the special rule counters all instances of the rule, like the multiple cover saves and ignores cover). Case in point; if you had ork warbikes in cover in a forest, and shot at them with a unit or weapon that specifically ignored cover from forests they would still have their dust cloud cover save(and/or the jink save if available); but a flamer hitting them will ignore all the cover saves and just roast/poison them.
