Why is it that no other races seem to use genetic manipulation to the same extent as the Imperium?

I know Tyranids and the Kroot have an inherent biological way of manipulating genes, but in terms of scientifically creating superhuman versions of themselves, are Humans unique? Is this one area where they're actually superior to the other races in technology?

I mean, if the average Eldar beats the average Human in almost every way possible, surely the Eldar equivalent of a Space Marine would be an incredible asset to them as a race. So why don't they create them?

One other question I want to ask is whether the Imperium still occasionally creates psuedo-Astartes like Kor Phaeron? Gene technology and bionics were used as a way of approximating the power of a Space Marine, though it was still quite a way off the real thing. Is this technology still used by the Astartes or elsewhere?

Well, there are other races that do. Dark Eldar Haemonculi, for example, or Ork Madoks and Mek boys. Eldar do not rely on physical strength, so there is no reason to modify their physical bodies and the same is true with Tau. Necrons obviously don't need to. So, who does that leave?

Dark Eldar, Tyranids and Kroot obviously do it quite a bit.
Tau do it in the form of selective breeding.
The Imperium really doesn't do it that much, there's only about a million Space Marines after all.
Whether other races could do better is debatable as well, as Marines have a bit of Emperor-sorcery in their creation.

The Marines don't make use of it as far as I know, but I believe it - or something like it - is available in the Imperium at large. If I recall correctly Inqusitor Hector Rex was genetically altered to be a big marine-ish guy.
