By elf hat I mean something like this , but a santa hat would work just as well

I've looked everywhere I can think of (Reaper, HF, and Secret Weapon) but turned up pretty much empty handed. Reaper has a hat that would work, but the problem is its only one in a set of 4 different hats, and I need 9. Secret Weapon also has these which I guess I can cut the gas masks off of and try to make work

They are pretty simple, if you only need nine, try some greenstuff.

Just make a snake with one end really fat chop it off flat and smoosh it on the head. Wrap another snake around the head for the brim, a small ball on the tip and fold it over. I bet you can do it.

Yeah, green stuff is the way to go here.
