In considering uses for my 30k mechanicum troops I am considering using the 40k Renegades and Heretics list to act as an "alternate reality" list in which they're expelled from the Cult Mechanicus for using forbidden automata.
I was thinking of using the Heretek Magos HQ, with Heretek Marauders (accompanied by crazed Thallax as Brutes) and Spawn as unshackled Vorax/Castellax automata.
My question is, does the R+H list function without chaos alignments/blessings? Or is that really a fundamental part of the whole codex, that you don't really function without?

The only real use for the chaos covenants is taking them on your warlord to unlock different unit options (like Nurgle unlocking plague zombies). The mark them selves don't do anything significant and mostly just add a little flavor.
The big problem with your list idea is that you can't take Spawn without taking covenant of tzeentch on your Arch-demagogue.

Alot of the things that make Renegades powerful are not related to Covenants or unlocked equipment from a Devotion, so unaligned Renegades are perfectly viable. Heretek is my favourite for unlocking all that feel no pain that doesn't rely on the units character staying alive (nurgle).

I thought that was spawn as troops. I may be wrong but if your arch demagogue is warlord don't you get to take a couple units of spawn?

Only if you have a mark of tzeetnch or are a mutant overlord.
I mean this is an error in the list, it should be an elites option for everyone.

The spawn are also non compulsory troops, so you still need a troop choice.
Mutant rabble exists for a mere 30pt, and you have pretty much unlimited conversion options for it.
Arch demagogue is our Commander dude, it has a rule called "Master of Renegades" that unlocks other fun stuff for the army, like Tzeentch giving spawn as troops, or Slaanesh giving Noise Marines. Not having a mark (Covenant) unlocks 0-3 units of chaos marauders, which are an elites choice.
In any event, your AD MUST be your warlord for any of their effects to take place.
