2 questions for you guys:

1. I looked through the rules for any reference to Leadership not pertaining to Ld tests, and couldn't find anything saying "A unit's LD = the highest LD". Nowhere that isn't related to TESTS. So for Gaze of Death, without taking the Intimidating Presence WL trait into consideration, would you say it's the highest LD in the unit? Or the average, like with Toughness? Please motivate your reply.

2. Taking question 1 into consideration, how, then, would the Gaze of Death attack work in conjunction with the aforementioned Intimidating Presence WL trait?

There's no correct response per strict RAW - you're only told to use the highest Leadership value for Leadership tests, and there is no permission to use majority Leadership as you would per 'Multiple Toughness Values'.

I think it's best to assume you use the highest value for tests against Leadership in general, rather than specifically Leadership tests, as it's more consistent in a simplistic sense, given Majority Toughness Values is far less comparable to your example than Leadership tests.

That's what I was thinking. So in the case of Intimidating Presence, would that mean that you would use the lowest leadership for Gaze?

Yeah, that's HIWPI. I think it works well/is better to assume that using the highest Leadership value in a unit for Leadership tests should refer to tests against the Leadership value in general, rather than strictly what is defined as 2D6" vs. Leadership.
