I'm not sure if i'm missing something i cant find anything specifically denying it, and in the tank commander dataslate it says upgrading to pask is an option so when the formation takes a tank commander i'm assuming it means i can still upgrade to pask... am I wrong?

Yes. Pask is an option for Tank Commanders which there is no restriction against in the formation, so the option may be taken.

Pask is an option is an option of the Tank Commander, so unless the Restriction of the Formation says otherwise, Pask is just as much an option as any of the Tank's weapons you can put the Commander in.
