So, I'm 99% I know the answer to the question, but I wanted to make sure I wasn't crazy.
I was at a local tournament and after it wrapped up, a player told me he was running ghaz in a green tide for a endless waaagh and 2+ invlun.
This sounded pretty suspect to me, so I asked for his rationale, and he said that it was because the green tide calls for a "warboss", and ghaz is, technically, an ork warboss, so if he was the warboss of the green tide, he could call a waaagh every turn for a 2+ invlun.
While ghaz is an ork warboss, in the fluff, in the game he's not classified as a warboss unit. He is Ghaz.
I pointed out that to him, and he didn't seem convinced. He mentioned that other SM formations that call for a 'chapter master' can substitute calgar, which may be the case, he didn't give a specific example.
I know that in the apoc bully boyz formation (5x nobz, 5x warbossi), the formation specifically allows ghaz to be taken instead of a warboss, so I assume that if that is allowable for the green tide, it would be specifically called out.
I mean, am I missing something? Are there any formations that allow you to substitute named HQs for generic ones without specifically allowing it?

You are correct. The Green Tide Formation calls for a Warboss, and Ghazghkull is not (in rules terms) a Warboss.

This is incorrect. No formation in Codex: Space Marines calls for a Chapter Master, nor is there any option to swap a Captain (something the Formations do call for) for Marneus Calgar. Marneus Calgar can be taken instead of a Captain, Chaplain, Pedro Kantor or High Marshall Helbrecht (both of whom are also Chapter Masters) in a Strike Force Command Command Choice for the Gladius Strike Force, but that's because the Strike Force Command options say so.

Unless the named HQ is a unit upgrade option for the generic HQ, no.

Yeah, that's what I thought.
To be honest, while I enjoyed the tournament, there seemed to be, in general, be a very low level of player competency. I don't go to a lot of tournaments, but I found it a little shocking, frankly.
I mean, it was a smaller local tourney, and while I didn't expect it to be LVO ultracompetitive, I feel as if you sign up for a tourney, you should know how to play the game and have a solid knowledge of your army, and I didn't see that in too many cases.

He can't be the warord and a general waagh doesn't give him a 2+ save. It specifies only on a special "Ghazgkull waagh" can do it. If ghazz is your warlord and joins the green tide then you don't have endless green tide and he's not the warboss of the green tide, just an IC attached.

Yeah Ghazghkull cannot be used as the (warboss) for that formation.
However the opponent the OP was mentioning was probably thinking of many of the decurion style formation that DO allow the named characters to be used in place of the standard (Captain, Chaplain, Librarian)
For instance the librarius conclave allows Tigurius to be one of the Librarians even though he is not a "Librarian" in title.
I'm hoping when the ork version gets released they allow ghaz to be used in this manner but that's a little while out and WAY too optimistic.
