I have flocked some of my bases by putting down PVA glue, placing the static grass on top, then removing the excess.
Now that it has dried I have been having the issue that the grass is shedding from the base. I was wondering whether this was to be expected (due to some of the grass adhering to the other grass due to the static, rather than the glue) and will resolve itself over time, or whether I needed to try to stick the grass down. If I put watered down PVA on it would this help, or would it make it look strange? Any suggestions?

You can use a spray varnish after applying static grass. This will help with the shedding, but make sure that the loose grass is removed first! Otherwise, the varnish may blow pieces of loose grass onto the model, then stick them there!

For everything I do, after I apply the tufts I then pour a little super thin super glue (the blue BSI stuff you see everywhere)
on the tuft. It makes them much more resilient and doesnt change the appearance once it dries.

Some will shed. A little reapplication of glue and grass, and a puff with hairspray or matt varnish will help.
Be careful of frosting the grass with sprays.

I'd concur with the commissar (sounds like a song title) and use hair spray. You'r always going to lose some grass due to the fact you'r only really trying to have the tip of the grass glue to the base, which doesn't give a very large mating area.
When I first started using static grass I always used too much glue and it ended up looking sodden or too flat. Accept the more natural look will cause a little loss

If you have loose grass use pva then spray with varnish.
If you have tufts use super glue and spray with varnish.
Both work well for me!
