In the Ork codex, on the Mek datasheet, he does not have the option to choose from the relics list. However, on the relics list, Da Fixer Upper says its for Meks and Big Meks only. Is there a formation/special rule that allows Meks to use this relic? I keep my Mek as cheap as possible in my Battlewagon just to keep it rollin', this tool would really help.

If it's not in their options list then no.

The symbol is probably there for other items on the wargear list that Meks do have access to in their options.
