When I was making a game, my opponent went and said that his shinning spears could re-roll their charge roles, I haven't found anything that supports this...

They can because bikes and jetbikes both have fleet standard.

Bikes and Jetbikes don't have fleet standard (so you are incorrect WarbossDakka)
But Shining Spears on their own have fleet (because most eldar units have fleet)

Im fairly on the certain side that eldar do have fleet. Edit well il be damned shining spears do not have fleet Did he have any characters in them? if he had a farseer or aurtarc on a bike they would of conferred fleet.
