Being a huge Mad Max fan I was thinking of creating an army that only uses vehicles. Most troop choices would be normal cars, AV8-9, with a gun on it, HQ-s would be av 10-12, FA would be bikes/flyers, and LoW would obviously be a War Rig, 1v13-14.

Basic profile:

War Car - xx points Troops

BS 2 F 7 S 7 R 7 HP 2

Weapons: Heavy Stubber, Stub Pistol (S3 AP - Pistol)

Open Topped, Speed Frenzy (This vehicle may move twice as fast and fire twice as many shots, but must take a dangerous terrain test and fires at BS1)

May take up to 5 in 1 squad

I think it would be easier if you modified the Ork codex to fit this, as Trukks basically do what you want your troop choices do while Warbikerz and Battle Wagons can fill out the bikers and heavier vehicles respectively (tell me that limo tanker isn't a Battle Wagon )

The Ork codex with warbuggys(and wartrakks), trukks, Battle Wagons, bikers, deffkoptas, and grot tanks would make this idea possible, and all without having to ask to use a custom codex

I agree with the above, the Ork codex gives you everything you want as is. I would also add that the actual models used needn't be Orks, they could be Mutie's of the Apocalypse that just "count as" Orks for rules purposes.
