A Necron Ghost Ark is said to have two Gauss Flayer Arrays. It also is Open-Topped. Does this mean that it can fire those two arrays AND the passengers can fire their 10 gauss flayers (say 10 warriors are loaded) in the same shooting phase? Looks like a lot of shooting.

Yup. All 3 can even target different, separate units if you want. Just keep in mind that if you move even only 6" you have to snapfire one of the flayer arrays.
