I hate the way the storm raven looks but i want one in my list.

Would it be legal to use a Storm Eagle and count it as a storm raven?

If not how much converting would i need to do to make it legal?

This is going to entirely depend on where you play - there are practically no rules on conversions in the rulebook aside from base sizes.

The guiding questions to ask are:

Is it WYSIWYG? Is it equipped with the weapons a Storm Raven has?
Is there any chance people will think it's just a Storm Eagle? i.e. if your group doesn't allow FW then it's going to be obviously a SR, but if some people have actual SE's, then it could get confusing.
The size difference is not massive, and as it's a flyer probably won't come up as much of an issue as it would for a ground craft.

What you are talking about is a Proxy model.

Conversions are taking the base model and making it look different.

Scratchbuilt is making a model yourself out of bits and other mmaterials.

All generally fall under "counts as"; which as Quanar says, depends entirely on your opponent/group/tournament.

Note that vehicles are always under more scrutiny since the weapons on the model and their actual/perceived arc of fire has an in game effect(sponsons on an official model may haveca near 90° traverse, but your proxy/scratchbuilt/alternate might have near 180°.

Modelling for advantage is usually the biggest issue for count as; making it known to an opponent that you are treating your substitute exactly like the official model tends to go a long way.

Generally if it has roughly the same dimensions and isn't some obvious cost-cutting measure, then most people wouldn't have a problem with it.

From google searches, it looks like a storm eagle is somewhat larger than a Raven, which generally is less of an issue than if it was smaller than a Raven. If you wanna be spot on, maybe shorten it a bit if you can.
