the basic rules in the generals handbook says to replace models you dont need to have reserve points but since nothing says replace but instead says add to your army when you summon then its obvious that you have to pay reserve points to summon. however the faq says you may summon destroyed units over and over (dice permitting of course).
so if you were to summon a destroyed unit do you still have to pay reserve points at the beginning of the game?

Those answers might be from the regular rules FAQ where there aren't restrictions on summons.
In pitched battles the only restriction on summoning is that you need to set reinforcement points aside for them (you don't have to specify what the points are for, ie you don't have to say "100 of those points is for skeles). You can go beyond the leader, behemoth, and artillery restrictions and you can have the summon be outside your allegiance, though it still needs to be in the same grand alliance.
To answer your question...yes you would need to pay reinforcement points to bring that completely destroyed unit "back".

Hang on, I thought you didn't have to pay reserve points unless it was to add a NEW unit, not replenish an existing unit. E.g. I play Flesh-eater Courts. my Varghulf Courtier can revive Ghouls (or Horrors/Flayers). I was under the impression this doesn't use reserve points, but the Ghoul King's ability which is "add a new unit" (of whatever) would require reserve points.
Or did I misunderstand what you're asking? My interpretation was if it summons a new unit (whether brand new, or replacing a destroyed one) it cost points. If t was just adding to a unit you already have that had at least 1+ models still in it, then it didn't.

I think the difference is in adding a new unit vs adding models to unit on the board. The former requires reserve points, the latter doesn't but cannot have more than the starting unit size.

You can summon a unit over and over again without cost in open play.
As soon as your playing Matched play you need to have reinforcement points to spend every time a new unit enters the field. It doesn't matter if they are the same models as before, if it's a completely new unit you would have to pay for it each time you brought it back.
Of course units able to replenish their size mid game can do so without cost, but cannot go over their starting size.
For example, to summon a unit of skeletons costs the equivalent points cost from your reinforcement points pool. During the battle if they took casualties the banner could bring back D6 models a turn without cost providing the unit does not exceed its starting size. If the unit was later wiped out, to bring it back would cost reinforcement points once more.

I don't think summoning spells allow you to just replace models or add model to an existing unit so to me I read it as you need to pay points if you want to cast a summoning spell and these summoned models can not be added to an existing unit.

Of course they can't. But there are lots of abilities that replenish units (such as the Skeleton banner) and these don't cost reinforcement points.
