Wanting to dig out my Thousand Sobs force, but which book do I need?

Wrath of Magnus or Traitor Legions?

Traitor Legions without a doubt.

Contains the same rules for Thousand Sons as Wrath of Magnus does, plus the rules for all the other Legions plus it's alot cheaper.

You'll miss out on fluff, that's about it.

TL repeats all CSM material printed in WoM. However, if you plan to ally demons, which on a competitive level you should (fluff wise doesnt matter) WoM contains the new rules for horrors making them even better than before. It also contains Tz demon formations (two of which are good) Also besides fluff it has a nice section on TS paint schemes and background lore on the various Tson warbands.

My answer would be if you plan to play 1ksons only, WoM is more expensive but would be a better buy. If you are interested in the other legions and what they have then its a draw. If money is a concern its clearly TL. If you plan to run other chaos legions then TL is also the best bet. I hope this helps.
