Hello. I've never gone to a tournament and was wondering how far WYSIWYG extends into army colors and rules. For Example: If I have a Black Templar painted army but want to use Ultramarines Chapter tactics, is that ok? Or If I have a Khorne/World Eater painted army but want to use Death Guard Legion rules. Is that acceptable, or is it generally frowned upon?

Those are both acceptable. WYSIWYG generally refers to weapons and equipment, i.e. do all models with melta guns actually have melta guns?

Regardless of what might normally be okay (or not), I think your best bet is to contact the organiser of the event you hope to attend.

While certain events may be more stringent from the aesthetic point of view than others, that is generally an OK thing so long as it's very clear and consistent what is what to your opponent. What would not be OK is something akin to taking your Black Templars, and having one of your Formations/Detachments be Ultramarines chapter tactics, while the other is Black Templars, and thus put the onus on your opponent to try and figure out which squads are BT and which are UM despite them all looking the same.

As long as clear consideration is given to your opponents (as opposed to yourself) in how you present and inform them of the army, you *Generally* will be OK.

Yeah, it just has to be really clear - if you're using allies / a detachment with different chapter tactics, they need to be visibly different so that your opponent knows what is what.

But you definitely do not need permission on paint scheme "in general", as long as the above is clear through the painting.
