Can tempestus work as infantry only? Was considering running 1-2 large sqds w/ vollyguns and the rest sml 5-6 man deepstrikers? Anyone try this before?
I think the models are awesome, I've read the tuarox is pretty good as well but not really digging the model. Was thinking of just proxing w/ rhinos and converting appropriate weapons.

As a big fan of Scions they will not manage well as foot sloggers. They are just too expensive for what they do. Having a firebase of a 5 man squad with 2 Volleyguns is actually a good idea and I have parked some of them in cover and let them get to work that way. Even if you don't like the model Tauroxes are going to be your bread and butter in getting squads in and also putting out damage. Deep striking is also their specialty and will do well for you. PS. If you hate tauroxes consider using something like the Goliath Truck from Genestealer cults or maybe the Dreamforge KEILERKOPF APC. PPS: I missed part of what you said initially, you can run them purely with models and no vehicles but you will have to deep strike the majority and you will be losing the mobility of the taurox for claiming objectives, which will make your uphill battle to victory even harder

You are going to want vehicles as they will give you some longish range firepower, aside from the obvious movement bonus. MT are lacking in the range department as you can't just sit back with the Volley Gun's 24" threat. S3 shooting leaves you lacking in the anti tank department, and the super short Melta Range is tough to rely on if there are more than a handful of AV10+ units. I'm building my army now and it has consisted entirely of SC boxes (go figure right?) and it's nice because I can use every model.
Part of what makes them work as an army is moving up the board with reserves to drop in. Footslogging it with a limited range while getting shot up by heavy weapons will leave your DS Scions open to being focused when/if they arrive. It also helps to have a measure of protection when you are using an Army that does not want to be in CC. I would say does not want to be locked in CC, but you probably won't last a turn against most troops with our smaller size. About the only benefit I can think of with not using Taurox Transports is that you should always be able to use orders. Most will be wasted first turn, but they will be available.
I would also run Volley Guns in a Command Squad so that you can take four, instead of sticking two in a squad of ten models. They have a longer range, so in many cases the HS Lasguns will end up going to waste... Especially since you will not want to be moving into Rapid Fire range because of Salvo.
I've gone back and forth with my list, but I am going to start building towards a Ground Assault Formation and more than likely switch over to a CAD unless I go full MT. Meltas are sweet, but not all that great if they can't DS since all units must start on the field or in reserves for their Ground Formation. I plan on having at least four Taurox either way so it's not like I'm not wasting a bunch of money getting four SC boxes.

I love the Taurox Prime and have played a boat load of Tempestus, dropping in like rain formed from scalpels. It's pretty fun. You need iron guts and a sense of timing to play it because you are GOING to lose a fair number of them in the early going. You need a touch of reserve manipulation as well in my humble opinion.

If you think about point efficiency as well you are paying 12pts per model for their innate Deep Striking ability. If you had the choice to purchase that I would say maybe, although as it has been mentioned above you are not Guard and cannot afford to footslog it for long. I know that it might be a cool thing to run them as such, but Scions are a highly manoeuvrable glass cannon army, much like the Dark Eldar in a way. In addition to that any drop pod army will toast them first turn, while with tauroxes you will at least have the squads remaining alive after the alpha strike.
