I am building an Ork Stompa from scratch and was wondering what the rules are for using them in tournaments. I've heard there is a percentage ruling but I can't seem to find it. Any help would be greatly appreciated!
Depends entirely on the tournament, there are no set rules. I've heard "The rule of cool", "Must have a GW piece somewhere", "20%", "50%", and many, many others.
GW doesn't regulate tournaments, or gaming locations. Everything is up to mutual player agreement, GW just sets a bar on lots of thing via BRB and FAQ to settle most common issues.
For instance, my buddy ran Ork bikes that were orks mounted on toy velociraptors. His Battlewagon was a Triceratops with guns strapped on it. I've taken HeroClix models of Iron Man and Iron Patriot as Crisis Bodyguards.
