Question, in Khorne Deamonkin can a hq mounted on a juggernaut scout with a unit of Khorne dogs?

The scout rule is clear how it works in such a situation. Just read it

Just to expand on this, check to see if Scout is one of those rules with the wording "if at least 1 model in the unit...."
Rules with that working apply to any model that joins the unit.

That phrase has never been indicated to be what allows an IC joined to a unit to be affected by a Special Rule.
