Before anyone yells at me... yes I am aware that the Strength from death rule states that non vehicle units can't take advantage of a soulburst due to death of a unit within 7" but bear with me!
Units in a ynnari formation of warhost all have the Ynnari faction (as well as their own)
Units with the Ynnari faction use the following special rules in addition to those in their codex:
Arefacts of the Ynnari
Strength from Death
Revenant psykers
Now for the purpose of this discussion the above makes it clear that say a dark eldar venom or a CWE crimson hunter gain the Ynnari faction this then means that the venom / hunter have the strength from death rule.
So lets look at strength from death
the first part of the rule details what happens when a unit is completely destroyed within 7" - non vehicle models make a soulburst action
The second part of the paragraph details what a soulburst action is allowing shooting / moving
The issue for me is that death of a unit within 7" is not the only way to get a soulburst action. There are at least 3 more that I am aware of so lets deal with them 1 at a time.
1. Word of the Phoenix - this targets a friendly unit with the ynnari faction and allows them to make a soulburst. As above the vehicle does have strength from death and is not gaining the soulburst from a death within 7" thereby skipping the first part and jumping to the second element.
This for me is the cleanest case, I don't see a solid argument for not allowing a vehicle to soulburst from this power (prove me wrong please!)
2. is similar but a little more complex Unbind souls after killing a model 1 unit in 7" gains a soulburst action. Again here the unit is not wiped out and soulburst is triggered directly by strength from death so again I believe this gives the vehicle the ability to fire.
3. Warhost of Ynnead rule: detachment has >7 units then an additional unit can make a soul burst. Now I think this is badly written as it implies that any additional unit can be picked , it doesn't apply the within 7"rule to the second soulburst. The first unit still needs to be within 7" as otherwise the first soulburst will never trigger. Here the language doesn't state that a second unit can take advantage of strength from death but rather specifically that it can a soulburst action.
2 hairy things here one is the "are all units eligible or just second units in 7" and 2 "can vehicles take advantage" given the direct reference to soulburst action.
This seems a lot less clear cut to me than the first 2 but you can definitely build a solid RAW argument.
