I know the devilfish kit is it's own kit. And the Hammerhead/skyray kit is a second one. But I keep looking at them and it looks like it's the same body, just a gun added to the top of it. Whats the deal? Is it just an extra sprue for the hammerhead kit?

Yes. The Hammerhead/Sky Ray is just an extra sprue added to the Devilfish.
