I have read through a few old forums from 2014 about the use of grenades in 7th edition.
If a character on the top story of a building 7 inches up chooses to fire a grenade at a unit directly underneath him that he has line of sight of.
What is the process? is it allowed? does the blast marker create an infinite column of death through each floor of the structure? Can the unit firing the grenade place a blast marker in this manner if he also counts as being under it?
Why do you roll 2d6 to scatter a grenade that can only be thrown 8 inches?

There are no such things as levels in 7th edition. You literally place the marker (obviously it cant touch one or more of your units), roll scatter and resolve against anything under the blast marker

what if in a city fight and i throw a grenade to the building 5inches across from me.
Do i hit every unit under the blast marker in that building?
If i aim it at a unit across from me thats 5 inches if i aim it at a unit on the lowest lvl thats 13 inches from my models base, even if i can see other units under the blast marker due to collapsed floors and holes it seems unfair i can hit all units in a multi story building

One of the funny quirks about terrain in the 7th Edition rules. There was a lot of speculation that we are supposed to use the terrain rules provided by Stronghold Assault, so no reason to include them in the basic rules.

Or it could be that they were so excitedly mad to get the new Shooting Rules in place that their copy/paster missed that part from 6th Edition.

Or it could just well be that they don't care about their game and expect people to make up their own rules about how to play the game.

Considering their track record, I think the last is the most likely answer.

From the most recent rulebook FAQ:

BLAST MARKERS & TEMPLATES
Q: Do blast weapons, regardless of size or type, now hit all
models at all height levels under the template? And if so, is
intervening terrain (such as bridges or floors) ignored when
determining how many hits are caused?

A: A blast marker or template affects all models
underneath it, including those on different levels of
a piece of scenery. (Designer’s Note: Earlier versions
of this rule restricted the effect of blast markers and
templates to models on ‘a single level’ of scenery. This
created problems with scenery that didn’t have strictly
definable ‘levels’ and we decided on this change for
simplicity. In addition, we feel the rules now better
reflect the explosions being three-dimensional (i.e.
spherical and not circular) as well as better representing
the deadliness of weapons such a flamers when used in
confined spaces.)

In other words, they intentionally hit every level of a unit in a building, and that's a design choice. I think it's dumb too, but it's a pretty unambiguous FAQ ruling.
