Do unbound marine forces still have the ability to use their faction's tactical doctrines or is that only available in bound formations?

They would still be able to use their faction's tactical doctrines. It's just that yo don't get command benefits like they list for battle forged detachments; Chapter Doctrines are separate from that.
Remember that when unbound, you treat the every model with the same faction is considered the primary detachment, so all Marines would have to have to have the same Chapter Tactics as they would be the same faction and therefore considered part of the same detachment.

A slight correction/clarification; every model with the same Faction as the Warlord becomes part of the Primary Detachment, so that would not apply if you had a non-Codex: Space Marines Warlord.

Yes, and no. Most of the Chapter Tactics and units require Detachments to give them Doctrines, as they are not provided for the entire Faction as a default.

Which should be taken care of "once you choose your Warlord, every model in your army that has the same Faction as your Warlord is considered to be part of the Primary Detachment for all rules purposes" as long as it's a Marine you choose as the Warlord. Fair point, it's an unwarranted assumption that he was taking his Warlord as an unbound Marine from the main codex. (usually though those get referred to by Chapter name rather than just saying "marine", so it might not be that bad an assumption. Still, it's a good point to bring up.)

You misunderstand. Specific Detachments provide Combat Doctrines to their units, not just any detachment. The Combine Arms Detachment does not provide Combat Doctrines, while the Galdius Strike Force and Battle Demi-Company do.
In addition, the Ultramarines Chapter Tactic also provides access to Combat Doctrines, as well as Marneus Calgar.
So, if you have an Unbound Codex Marines Primary Detachment with the Ultramarines Chapter Tactic, they would be able to access to Combat Doctrines. If you have an Unbound Codex Marines Primary Detachment with the Black Templars Chapter Tactic, they would not have access to Combat Doctrines.
Also, if your Unbound army has a Codex Marines Battle Demi-Company, all the Codex Marines can access the Tactics Combat Doctrine. The Battle Demi-Company is a Formation whose Special Rules are not Command Benefits, and so unaffected by the restrictions placed on an Unbound Army.
