A big part of making a decision on what to collect, is what your local group is doing. Maybe everyone there has been dying to have a necron player or something.
Secondly, is to consult ebay. 40k is an expensive hobby, and cutting cost where ever you can is always helpful. Also maybe someone in you local 40k group has an army they want to sell for the cheap.
Thirdly, collect what you want. I think this is the most important one. Eventually you're going to hit a wall in 40k, and you need that love and dedication to keep on moving. Read up on the story of 40k, and collect the dudes who jump out at you as 'OMG THESE GUYS ARE FOR ME'.
