So raw you can only fight if enemies are within 1" but bases are over an inch 28mm so raw you should only really be able to fight one rank deep in most cases correct?

You can fight with a model within 1 inch or any model within one inch of a model within one inch.

Try reading the rules for who can fight a little closer.

Yeah, its always going to be a minimum of 2 ranks because of the fact that you only need to be within an inch of a friendly model (from its own unit) that is also within an inch of an enemy unit.

And if they're models on the small 25mm base (which is slightly less than an inch), then you can get 3 ranks to fight if they're all jammed base-to-base with each other.

So in short, its either 2 or 3 ranks, depending on the size of the model's bases.

That's not the rule though:

To target an enemy unit, the attacking model must either be within 1" of that unit, or within 1" of another model from its own unit that is itself within 1" of that enemy unit. This represents the unit fighting in two ranks.

Also worth noting that even bases bigger than 25mm can fight in 3 ranks, provided you stagger them.

Moral: If you are so OCD that you rank your models in linear files, 40k may not be the game for you.
