The new marine codex stratagems with only (Space Marine) requirement, can they be used by other Space Marines: Space Wolves, grey knights etc etc? Anyone knows if GW mentioned that?

I know that, in the new GW article they said we could use the rules in the book to use the new models even if they played BA, SW etc. So just wanted to know if the Stratagems that was not for any specific space marine chapter were restricted or not.

There is no reason that your army isn't a splinter and specialist in tactics typically associated with another chapter. For example your blood angles may be specialists in siege warfare and so a different set of strategies may be more appropriate. Just state this and play accordingly without mixing BA stuff back in and there should be no problem with most hobbyists...
