Hey, I'm New To Tabletop Gaming And 40K, What Books Do I Need To Start Playing 40k, And What Unit Should I Go For To Start, Also I Am Thinking Of Playing Chaos Or Craftworld Eldar.

The basic rules are free on GW's website, but I suggest you get the full rulebook. You will also need the Index or Codex for your army. Eldar do not have a Codex, so you need Index: Xenos 1 if you pick them. If you go for Chaos Space Marines, you can skip the Index and go straight to the new Codex. As for units, the Start Collecting boxes are a good way to start.

I started with eldar almost 25 years ago with second hand models. I went on to fantasy battles which is now dead. I played eldar until I started collection marines about ten years later. Now I have a bunch of stuff, too much to ever finish.
If I did it all over again, now, I would probably be a bit choosier. For instance, I like 40k as a game but it was never my favorite. Necromunda was my favorite game to actually play.
Necromunda is being released, anew here in a few months it seems like. So my advice would be to buy the necromunda boxset when it shows up. In the meantime I would consider picking up some models if they were a good deal and in liked them. Either eldar or chaos is good. Though I like the new chaos Marne stuff a bunch and would likely advise doing that cuz I really do not like the direction that eldar are taking. I like the harlequin models that are new like the new bikes and voidweaver and so on and I did pick up some of those but the chaos marines are way more interesting models and maybe even easier to paint actually. Plus so much variety... So for example find someone who wants the primaris models from the new boxset for 8th edition and take the rulebook and the nurgle dudes. That would be a good start. Or half of the NoFear boxset... That thing is a good deal IMO. Still I recommend that you buy the new necromunda box. It should come with some cool terrain and enough models to play and learn how to play wargames without spending too much money and time. It should be based on current 40k rules so this will help you too. And you can collect and use some 40k models in necromunda too. Anyways just my two cents.

Look at every army on the GW site, and see which one you like the best. Always remember, when picking an army - If you like the army buy it, and don't worry about what one random person on the internet thinks. DO NOT buy an army just because it's "strong". Buy what you want, because it looks cool. Avoid internet netlisting, it really sucks the fun out of the game.

Most importantly - the objective of any game is to both win AND have fun.

One thing you may also want to do is stop capitalizing every word in your posts. It makes them very hard to read.
