My question is:

Do you actually have to assign the number of blues/brims that split out of a unit of pink Horror? Or can you just say you have a
certain value of reinforcement points and split among Pink Horror squads as you like?

The latter. Reinforcement points are just that, points. You don't pre-define what they are. You can pick and choose whether you want the pinks to even split at all if you don't want them to.
