AdMech with Cawl spamming triple-phos Kastellan robots. Add some screening skitarii, a few dunecrawlers and a Knight, and you're good to go.

Necrons can be very shooty with lots of troop units.
But it appears that 'crons are no longer top tier in the 8th ed.

They lack long range fire able to harm T8 units when compared to many armies they can't sit back and win a ranged duel, and are not great in combat which you'll end up in because your average range is 24.

Tau are one of the top rated ITC factions and are *the* shooting army.

Imperial Guard!
We've got big guns, lots of guys, and lots of tanks.
|
Guardsmen, hear me! Cadia may lie in ruin, but her proud people do not! For each brother and sister who gave their lives to Him as martyrs, we will reap a vengeance fiftyfold! Cadia may be no more, but will never be forgotten; our foes shall tremble in fear at the name, for their doom shall come from the barrels of Cadian guns, fired by Cadian hands! Forward, for vengeance and retribution, in His name and the names of our fallen comrades! |

As a Necron player who moved to IG last edition I gotta say I like my IG more. There's more model choice's, more weapon choice's, more models on the field period. My necron army has always been pretty standard. If you're playing 1k games you can't fit a whole lot in with necrons. I have 1-3 lists made up for necrons in battlescribe that I go between, but my IG... I have like 20+ lists. Very customizable.

True but the new version of reanimation protocols is insanely OP. Watch any battle with necrons and by the end of the game they've lost almost nothing.

'cept Orks.
They don't even have buckets of dice, their one redeeming (read: fun) feature. Imperial armies get more dakka; at a better price, durability, and ballistic skill.
They get less shots, worse accuracy, damage (3 flat on rockets vs 3.5 average on Missiles (missiles have a 33% chance to do less damage, 17% to do the same, and 50% to do up to double damage)) than any other army out there.

Which means they aren't really a shooting army.
Right now imperial soup with a mix of SM, IG, and Forge World units seem to be the best shooting armies out there. You can't really go wrong with some combination of those. Other than that, Eldar and Tau are shooty and probably fun to play as well.

Its really not that strong it only appears that way but if you look at results from players here on dakka you see necrons and nurgle two armies designed around survivability are doing the worst.
Units gaining wounds is not worth much when they can't inflict them, they'll loose against marine shooting as easily as they will to melee against orks no matter how many get back up.
They are outgunned and outmatched in melee res protocols don't make up for that deficiency.

I played against necrons yesterday and boardwiped them turn 3 with a world eaters close combat army. without taking really nasty stuff.
They lack moveability, range, and heavy fire power. Maybe in bigger games it gets better but in the 1000-2000 range they have yet to amaze me.
Those regeneration protocols are easily bypassed. Just make sure you wipe a unit in one go. Focus fire/ CC and then move to the next unit. 9 WE Berzerkers make quick work of a unit of 20 warriors if they get in cc.
