So me and a guy at my local store (both new to Warhammer) got into a discussion about Chapters/Legions not in their codex, specifically the DeathGuard (which I am playing) and the Blood Angels (which he is playing). He says that he is able to use the Space Marine Stratagems and Relics due to the codex just saying space marine army, while everything I have read seems to lean toward we only get the index stuff till our codex comes out even if we are SM/ CSM. Who is correct?

From page 194 of Codex Space Marines:

Note that other Space Marine Chapters, such as the Blood Angels and the Space Wolves, deviate significantly in terms of organisation and fighting styles. These Chapters therefore cannot make use of any of the rules or abilities listed in this section, and instead have their own rules.

So no, Blood Angels can't use the stratagems and relics in Codex Space Marines. Codex Chaos Space Marines has similar wording for Thousand Sons and Death Guard.

Blood Angels can't use the SM codex. It's even explicitly called out as one of the Chapters you can't pick.

That being said, nothing is stopping you using your models as BLÜD ANGLES for the <CHAPTER> keyword and using the SM Codex, but ofc you'll not get the benefits from the BA index units.

Ok, I thought I was correct, but he was vehement in his defense and I really didn't care enough to argue cause my codex come out soon.

Just keep in mind there is a distinction. If he wants to use the Codex rules, it means he loses things like Furioso Dreadnoughts or other Blood Angels exclusive things if he wants to keep his Chapter Tactics (unless he takes a separate detachment of Blood Angels.)
