RAW: Vox-caster: If a friendly Officer is within 3" of a unit with a vox-caster when using their Voice of Command ability, you may extend the range of the order to 18" if the target unit also contains a vox-caster.

By interpretation, the extended range is carried out by 1 transmitting vox-caster and 1 receiving vox-caster, and not by use of the pack mounted loudspeaker. RAW simply extends the range from the officer to 18". To add a bit of realism, my group has changed the rule to, you may extend the order to any unit with a Vox-caster, wherein the receiving Vox-caster is within 18" of the transmitting vox-caster.

Logically, it makes more sense, and in play, it hasn't unbalanced anything. It does make you pay a bit more attention to how you field your units, and where you place your vox-casters.
